The Speaker waived the State Affairs Committee referral on the                 
following at the request of Representative James, Chair:                       
                                                                               
HOUSE BILL NO. 225                                                            
"An Act authorizing the commissioner of fish and game to issue                
permits to possess, import, or export African elephants; and                   
providing for an effective date."
